City of Jonesboro The regular meeting of Mayor and Council was held February 11, 2002 with Mayor Day and all members present as follows: T. E. Adair, Luther Maddox, Yvette McDonald, Wallace Norrington, Clifford Sewell and Rick Yonce. On
a motion by Sewell, seconded by Maddox, item number three under new business was
deleted upon the request of the applicant. The motion carried unanimously.
McDonald moved, seconded by Maddox, that the question of a resolution in
support of a Government Cable Channel be added to the agenda. The motion carried unanimously.
McDonald moved, seconded by Norrington that consideration of applying to
the General Assembly for a Homestead Exemption in the City be added to the
agenda. The motion carried
unanimously. The
minutes of the January meeting were read and stand unanimously approved. Upon
the request of Mayor Day, Maddox moved, seconded by Sewell, that Council go into
Executive Session for a personnel matter. The
motion carried unanimously. Attorney
Steve Fincher was present for consultation.
Upon completion of the Executive Session, Norrington moved, seconded by
Maddox that the regular session be resumed.
The motion carried unanimously. Upon
the request of Securus House (home for battered women), Maddox moved, seconded
by Norrington that the City donate $1,500.
Sewell recommended that the motion be amended to donate $1,125 due to
cutback in other areas of the budget.
The original motion remained and carried.
For the motion were: Maddox, McDonald, Norrington and Yonce.
Sewell and Adair opposed. On
a motion by Sewell, seconded by Maddox, Ed Wise, 208 Lee Street, was granted
permission to operate a restoration and sales of sirens from his home.
The motion carried unanimously. Maddox
moved, seconded by Adair, that the list of employees as attached to the minutes
be appointed for 2002. The motion
carried unanimously. On
a motion by Maddox, seconded by Adair, the resolution supporting a government
cable channel, was passed. The motion carried unanimously. Sewell
moved, seconded by Norrington that the City apply to the General Assembly for a
$60,000 homestead exemption in the city.
The motion carried unanimously. Mayor
Day announced that the Budget Hearing to be held March 4th at 4:00
P.M. On
a motion by Maddox, seconded by Norrington, Sewell was unanimously elected Mayor
Pro Tem. There
was no objection to Chief Harris’ request to erect more “No Truck” signs
in the city. Melissa
Barnett-Castellaw was recognized by Mayor Day upon her request to speak.
She relayed a compliment concerning the cleaning of the area alongside
the railroad track at the upper end of the city limits. There being no further business, the meeting was adjourned.
