CITY OF JONESBORO
REGULAR MEETING
AUGUST 9, 1999


The regular meeting of the Jonesboro Mayor and Council was held August 9, 1999. The following council members were present: Clifford Sewell, Yvette McDonald, Richard Jester, Wallace Norrington, Mayor Joy B. Day. Absent were Councilmen Ed Adair and Shirley Wynn.

The minutes to the July 12th council meeting were read. Fire Chief Jimmy Wiggins asked the minutes be amended to clarify the total collected from the boot drive to be $6,007 not $6,070. Mr. Sewell motioned for the minutes to be accepted as amended. Mr. Norrington seconded. The motion passed unanimously.

Terry Henderson requested a Home Occupation for his residence at 110 Pharr Avenue as a General Building Contractor. He explained that all building materials will be stored on construction sites and not at his home. Sewell motioned to grant the Home Occupation License to Mr. Henderson with the provision that it would be for telephone and address use only, that no materials will be left on site, no parking on the street and all vehicles to be parked in the driveway (not in the off area of his yard). Jester seconded. The motion carried unanimously.

Bill Dixon and James Conard requested a variance to install modular classrooms at Lee Street Elementary School. The will be a total of nine modular units to be used as class rooms. They were uncertain as to how long said units would be utilized. The modular classrooms will have underpinning. A wooden privacy fence would be erected on the back of the school next to the residential area along with a side gate for fire truck entry for emergencies. Sewell motioned for the modular classrooms to be accepted at Lee Street School with the conditions stated. Norrington seconded. The motion carried
unanimously.

Securus House requested $1,500 funding from the City. Since no representative was present to answer the council's questions, Sewell motioned to table this request until the council can see a completed audit and discuss how the sum of $1,500 was derived. Jester seconded the motion. It was unanimously passed.

Nan Deegan requested her property at 606 Fayetteville Road be rezoned from R-2 (Residential) to O&I (Office & Institutional) to operate a Law Office. She currently has a Home Occupation to operate her law practice. Ms Deegan confirmed the property is for sale and her mom, who is ill, needs more attention from her. She wants to have an assistant and maybe a receptionist which would free up her time. Residents in the area voiced concern over having the property rezoned. Sewell motioned to deny Ms. Deegan's rezoning request. Ms. McDonald seconded. The motion carried unanimously.

Michelle Tindall request the council rezone her property at 252 Highway 54 from R-2 (Residential) to O&I (Office & Institutional) to operate a Day Care Center. She currently operates a Day Care in the City of Riverdale. Her future plans are to open up a Group Day Care. Ms. Tindall explained as a family day care she would have 6 full time children and 2 after school children up to 3 hours a day. In addition she would be able to have non paying children such as her own and her assistant's children. Ms. Tindall presented Mayor and Council a copy showing she was registered with the Georgia Dept. of Human Resources for 252 Jonesboro Road effective August 1, 1999. She would not live at 252 Highway 54; her primary residence will be 8340 Beachwood Trace in Riverdale. After discussion over the fencing of the property and noise from operating a day care, the issue of the children's safety was addressed. McDonald motioned to deny Ms. Tindall's rezoning request. Norrington seconded. The motion carried unanimously.

Mayor and Council reviewed the Truck Ordinance. Concern was voiced over the truck route and the weight of the trucks passing through the city. Sewell moved the Truck Ordinance be tabled until the City Attorney, Mayor and Police Chief place a weight limit in the ordinance and the ordinance to be brought up at a called or regular meeting whichever comes first. McDonald seconded. The motion carried unanimously.

Sewell made a motion to place a six month moratorium on Taxi Cab Services in the city. During the six months, the council will review various ordinances. Jester seconded. The motion carried unanimously.

J&J Financial representative Jamie Knight requested a storage trailer placed at 210 Fayetteville Road (Creative Carpet). He explained it would be temporary, and would have underpinning., Jester motioned to deny this request. Norrington seconded. The motion carried unanimously.

Mayor Day opened the sealed bid from Larry Landrum. It was the only sealed bid for the truck. Sewell motioned to accept Mr. Landrum's bid of $800.00 for the red Chevrolet pickup truck. Norrington seconded. The motion carried unanimously. In addition, Mayor Day opened the sealed bid from Ronald Thomas for the Oalthe Chipper machine for $351.00. Norrington made a motion to deny this bid. Jester seconded. The motion passed unanimously.

Chief Jimmy Wiggins updated the council on the Fire Department. The Clayton County Rotary Club recognized the JFD for 50 years of service. There have been two recent fires that were electrical related. He distributed copies of the Mutual Aid Agreement between the City of Jonesboro and the cities of Riverdale, Moffow, and Forest Park. He advised the council that even though each city has backed one another in the past, a written contract needs to be made to comply with House Bill 489. Chief Wiggins advised the council to get with him if they had any questions or concerns with the
contract.

In other business, Mayor Day read the announcement of the Katy L. Hope Summer Salad Luncheon at Jonesboro Methodist Church on Thursday Aug. 19th between 11:00 and 1:00. Rick Yonce addressed the council regarding the vacant lot beside Gary Oakes property on Burnside Street. Mayor Day explained that the property owner has been notified of the continuing problem. Travis Cantrell requested the council look into the signs being placed on telephone poles, banners throughout the city. The sign ordinance is not being enforced. He suggested the code enforcement officer take down the telephone numbers on these signs and inform them of the violations. He also requested the council to consider having sidewalks placed on Fayetteville Road. Luther Maddox requested the council consider laying sidewalks along Williamson Mill Road. Mayor Day explained that a sidewalk project is in this year's budget.
