City of Jonesboro The City of Jonesboro Mayor and Council held a regular council meeting on April 14, 2003 at 7:00pm. The meeting was held at 170 South Main Street. Members present: Council member Luther Maddox Staff present: Mark Harris, Police Chief Minutes Approved: Councilman Sewell made a motion, seconded by Councilman Maddox to approve the March 10, 2003 minutes as written. The motion was approved. Councilman Sewell motioned, seconded by Councilman Norrington to approve the March 21, 2003 called meeting minutes. The motion carried. Councilman Sewell made motioned, seconded by Councilman Maddox to approve the minutes of the Public Zoning Hearing held on April 8, 2003. The motion carried. Home Occupational License: Mr. Dyess was not present at the meeting. Councilman Maddox made a motion, seconded by Councilman Norrington to strike Mr. Dyess’ request from the agenda. The motion carried. Home Occupational License: Councilman Maddox made a motion to deny Duane Edmond’s request for Home Occupational License. Councilman Norrington seconded. The motion carried. Mr. Edmond was told he would be given the opportunity to resubmit his application with clarification. Public Road Designation Ordinance: Councilman Maddox made a motion to approve this Ordinance with the addition of Sims Street being listed as a One-Way Street. Councilman Yonce seconded. The motion carried. Codification Ordinance: Councilman Maddox made a motion, seconded by councilman Norrington to accept this ordinance as written. The motion carried. (See Ordinance & Resolution Book 1) Technology Use Policy: Councilman Sewell motioned, seconded by Councilwoman McDonald accept the Technology Use Policy as written. The motion carried. (See Ordinance & Resolution Book 1)Personnel Policy Employee Handbook: Councilman Sewell made a motion to approve the revised Policy and Procedures Employee handbook as written. Councilman Norrington seconded. The motion carried. (See Ordinance & Resolution Book 1) Budget Amendment Request: Councilman Maddox made a motion to approve the budget amendment request to transfer $72,544.93 from the city reserves to the LARP account in order to pay for road improvement projects. Councilwoman McDonald seconded. The motion carried. Jonesboro Fire Department Annual Report: Chief Wiggins present Mayor and Council with the 2002 annual report and the state of the fire department. He invited Mayor and Council to the inductee ceremony of the seven new fire personnel to be held April 28, 2003 at the station. Other business: City Manager, Jon Walker updated the council on the following: · Test website for the city · LCI Consultant RFP’s are due April 16, 2003 · Jonesboro Day’s Councilwoman McDonald motioned, seconded by Councilman Norrington to adjourn the meeting.
