CITY OF JONESBORO

COUNCIL MEETING MINUTES

MARCH 10, 2008

The City of Jonesboro Mayor and Council held the monthly Council meeting on Monday, March 10^th, 2008.  The meeting was held at 7:00 p.m. at the Jonesboro Police Station, 170 South Main Street Jonesboro, Georgia.

Council Present:        Luther Maddox, Mayor

                                    Clarence Mann, Councilmember

                                    Roger Grider, Councilmember

                                    Wallace Norrington, Councilmember

                                    Billy Powell, Councilmember

                                    Rick Yonce, Councilmember

                                    Bobby Wiggins Councilmember – absent

Staff Present:             Janice Truhan, Chief Wayne Rowland, Charles Carpenter,and Joe Nettleton.

Mayor Maddox called the meeting to order.  Prayer was given by Councilmember Rick Yonce.  Pledge of Allegiance followed.

Mayor Maddox called for an Amendment to the agenda adding old business as items A – B on the Agenda – to adopt Adult Entertainment Ordinance and Franchise Fee Ordinance.

[Motion: Grider, 2^nd: Norrington, Vote: Unanimous].

Minutes of the February 11, 2008 regular meeting were considered.  Minutes were approved.  [Motion:  Norrington, 2^nd: Powell, Vote:  Yea – Powell, Mann, Norrington, Yonce, Abstain-Grider].

Mayor Maddox called for regular meeting public comments.  There were no public comments.

The Council considered entering Executive Session.  Approved.  [Motion: Yonce,  2^nd: Grider, Vote:  Unanimous]. The Council considered resuming regular meeting.  Approved.  [Motion: Grider,  2^nd: Norrington, Vote:  Unanimous].

The Council considered items A – G on the Agenda:

OLD BUSINESS:

            A.        Considered adoption of amendment to Adult Entertainment Ordinance. Approved[Motion: Mann, 2^nd: Powell; Vote: Unanimous].

            B.        Considered adoption of Franchise Fee ordinance. Approved.  [Motion: Grider,

                        2^nd: Powell, Vote: Unanimous].         

NEW BUSINESS:

            C.        Considered Resolution for Electronic Fee on Court Fines of $5.00.  Approved.  

                        [Motion: Norrington, 2^nd: Yonce, Vote: Unanimous].

D.        Considered partnership with U.G.A. Archway proposal, at a cost of $5,000. &

            authorizing Mayor to sign Resolution. Approved – funds to be taken out of

            Contingency funds.  [Motion: Grider, 2^nd: Norrington, Vote: Unanimous].

E.         Considered funding Neighborhood Watch program start up $3,000. Approved.

            Approved.  [Motion: Grider, 2^nd: Yonce, Vote:  Unanimous].

            F.         Considered Budget amendment to move $45,195.14 from General Fund to create

                        a “Jonesboro Fire Rebate Fund” and allow Finance Officer to create new budgeted line item number and checking account. Discussion ensued regarding

                        Fire Tax amount, and recommended projects for Firehouse Museum.  Decided separate checking not necessary and funds must be expended by year end or

                        reverts to General Fund. Approved. [Motion: Yonce, 2^nd: Powell, Vote: 

                        Unanimous].

            G.        Considered appointing a committee of three former Fire Members to work in conjunction with Clayton County Fire Chief and Tax Commissioner, to pay Fire                                Tax in the year 2008.  Committee will also create projects for the implementation of funds.  Committee members will serve up to one year or until funds are                                             dissolved or expended (prior to end of fund year).  If any funds remain after period of one year, they will be rolled back into General Fund. Discussion ensued.  Mr. Swint, Mr. Lester and Mr. Wise agreed to Committee. [Motion: Yonce, 2^nd: Powell, Vote:  Unanimous].

OTHER BUSINESS:

Mayor Maddox announced –

· Covered dish supper, 6:00 Thursday at the Jonesboro Firehouse Museum and Community Center.

· Spaghetti Supper, 5:00 – 8:00,  Saturday night at the Jonesboro Firehouse Museum and Community Center (03/15/08)

· There will be a Jam session (Pickin and Grinning) Tuesday night at the Jonesboro Firehouse Museum and Community Center 03/11/08)

· The Neighborhood Watch program meeting is March 18^th, 2008 at 6:00 p.m. at the Jonesboro Police Department,  170 South Main Street
